Small readjustments to forward special.

-Adjusted stats a tad bit.

*-Neutral special's uncharged projectile has a decreased hitstun multiplier (1->.6).
*-Forward special lasts slightly less time (115F->100F). It is also no longer affected by enemy hitboxes that are set to ignore projectiles. The same applies to the charged variant.

* Pending changes also for Bluey, who's under patching restrictions at the moment.
