Adjacent Hex AoE attacks (stuff like Pheonix Walker attacks) bypass Hinder and Engaged in Melee buffs.

Water units are now properly supported.

Shotguns now bypass Hinder and Engaged in Melee buffs and debuffs. This change was to make shotguns a more unique weapon and to give them a counter melee role.
