-Fixed an issue with the halo effect not killing Prethoryn Scourge ships as intended.

Halo Effect Changes:

All space fauna and leviathans that are not mechanical in origin will now be destroyed by the halo effect.

Exceptions:
- Mining Drones
- Automated Dreadnought
- Scavenger Bot
- Enigmatic Cache
- Enigmatic Fortress
- Technosphere

- Fixed an issue with the Banished origin that caused districts to disappear at the start of the game.

- Added Banished ship weapons and technology (Mostly a copy-and-paste from the Covenant weapons set but I plan to add more Banished-themed weapon components in the future)

- Added sound effects for Jiralhanae, Unggoy, Kig-Yar, Lekgolo, and Huragok portraits.
