Revamped the background
- Merged the City (Originally Layer 1) into the same layer as the Dam (Layer 2)
- Layer 1 is now a dedicated animated sky background
- Animated the lights on the Pipeline in Layer 5
- Added a Foreground 1 Layer, which is an animated cloud/smog overlay

- Removed the excessive number of music tracks, reduced to 4. Didn't know you could only have 4 at a time, so I shrunk it down.
- Changed the background a bit to move the refinery equipment in front of the buildings, and added a modified version of Scrap Brain Zone's background structures between the buildings and refinery equipment.
- Changed the preview image to resemble NicoCW's 'Sonic Hysteria' video thumbnails.
