-in addition to the special button, pressing parry now lets you end up special early
-the up special inflating balloon sound effect now gets stopped when you end the move early
-up strong now reaches the normal plat height

-changed angle on up special's balloon pop hitbox (50 -> 65)
-increased base knockback on up special's balloon pop hitbox (6 -> 7)
-decreased special fall land time (8 -> 7)

-increased the height of up air's hitbox (61 -> 79) [don't worry i lowered it to accompany this change]
-increased up air startup (7 -> 8)

-increased down tilt damage (4 -> 5)

-increased forward tilt damage (6 -> 7)

-decreased neutral air startup (7 -> 5)
-increased neutral air endlag (9 -> 12)

-decreased forward air startup (12 -> 10)
