h4e_api.functions.debug.var_dump has been fixed. Function previously caused a crash because a variable was to be defined, but was forgotten to declare it as local.

First patch to implement further performance improvements. In preparation for this update, some functions were added to the API which are often used in my mods. So my mods can get even smaller or always use the same functions.

At the same time I started to prepare the functions of the lod balancing so that they can also move to the API. The update will follow shortly.
