The last fix didn't work, this one uses vehicle flags to check if the vehicle was deleted.

Fixed null bug if vehicles/buildings were not found.

Fixed a bug in bracket position, added more buildings, included license file, optimized code.

Turned off log spamming code.

DOT trucks in emergency will now be shown first at random and stay on the same vehicle until the emergency is over for that vehicle. If no DOT vehicle in emergency is found it will choose one randomly that is not in emergency, if there are none, it will randomly show a DOT related building, if none are found it will follow a random road.
