Add support for power plants
Reduce aggressiveness of matching outside->local offers.
Disallow warehouse to warehouse matching, unless an explicit supply chain link has been specified between the warehouses.

Fix scrollbar issue in district dropdown menu. Also make hospitals serve citizens based on where they currently are, and not where they live.
