bug fix: still taking damage when sucessfully countered

QoL:

different animation for Dspecial whiff and hit.
animation speed up if first hit connect, less tedious wait.

~new fair animation

-fair startup frames 10 -> 12

-fspecial charge quicker, now have animation before PF releasing (12 frames instead of clones appear as soon as button release)

-bair have reduced kb scaling .8 -> .7, angle change from 30 -> 34

~fstrong hspeed type changed from 2 to 0, meaning dash + fstrong cover more distance, have a lower final knockback

~dstrong angle change from 50 -> 45, kb scaling .9 -> .85

-dattack startup frames 12 -> 15.

~dattack travel further, have a lower final knockback.
