* AI should be a bit more willing to take Crime Lord Deal even if StarNet AI isn't enabled (though they are much more restrained about taking it compared to StarNet AI)

* StarNet AI should no longer pull pops off enforcer jobs to get Crime Lord Deal if the owner has the Police State civic, as those cannot take Crime Lord Deal.
