Updated for Twisted Twilight.

This was a *huge* rewrite of the code in a desperate attempt to get it to be more compatible with all the other mods that edit the same files. I didn't fully succeed but it's in a much better place than it used to be.

When playing as THE EMPIRE or The Golden Order:

* Garrisons are healed on confederation.

When playing as MARKUS ... WULFHART:

* Retaliation leader's level *properly* scales to Markus'.
* Fighting rogue pirates really shouldn't increase hostility.
* In the Eye of the Vortex campaign, you'll receive a warning if you're getting close to GOR-ROK's arrival.
* If you researched the technology for additional supply shipments and an elector count pledges to send an additional supply shipment, then you will receive *both* shipments!
* When GOR-ROK actually shows up, he won't immediately disappear and get replaced by some scrub. You are in for a fight!

Reduced severity of income penalty when Lizardmens hostility increases. This campaign is already rough af after the Grim/Grom update, but it should be difficult, not impossible.

FIXED: Generals selected to lead invasion defense missions won't be murdered if the invasion is successfully defended.

* Wulfhart's hunters will eventually join you if confederate the Huntmarshal's Expedition.
* Summon Elector Counts button and free wizard for Reikland *should not* break multiplayer now, I hope.

* Removed unkind words about US Senator Mitt Romney (R-Utah).
* At hostility level 5, MARKUS ... WULFHART will receive supplies a little quicker than before.

* Intro popup should only show up for new games, derp derp.
* Obviously you should tenderize those Marienburg separatists, but if you want to confederate them instead, go for it. (This will take 1 full turn to activate.)

For Huntsmarshal's Expedition:

* Attacking Chaos or beastmens will not increase hostility with lizardmans.
* Once all lizardmans are wiped out, hostility meter will reset to 0 and stay there.
* When a trade route is established with KARL FRANZ, 10% of your tax rate will be used to boost The Empire's treasury.

Also some small changes to hopefully make this mod not immediately crash in multiplayer.
