Fixed a bug in which high AI Weights would cause a value overflow and make AI delete buildings (most specifically the Wharf)
Added two new buildings: The Meteorite Mill and the De-Scaterring Cell. Addons to the CMA and the BTA that create more jobs without relying on planetary population. This makes it so concentrating a single resource's production in a single planet is much more viable.

Spent the last hour or so trying to figure out how to send thumbnails over the new - complete bull - launcher. Didn't do, so used the old launcher to send this version over the line.
