just adjusting some things

- Jab is a tad bit faster now. This is to make tilt cancelling actually possible.
- Up tilt's startup has been decreased by 1 frame, also for tilt cancelling purposes.
- Down tilt's hitbox is slightly more elevated in order to give it more range. The same applies to magic charged down tilt. Startup was also decreased by 1 frame for reasons above.
- Up strong and its charged variant should """"probably"""" be less easier to fall off.
- Up aerial is slightly higher up, in order to give it a bit of range.
- Down aerial has a bit more range.
- Charged forward special has less knockback scaling (.9->.7) and requires more magic bars to be used(2MB->3MB).
- Up special gains more height when using up magic bars to charge it.

Alright, no more tourneys for today!!

-Jab3 has more scaling (.5 -> .7).
-Forward tilt is active one frame earlier, and its horizontal range has been slightly increased.
-Down aerial is active one frame earlier, and multihits now last 2 frames each.
-Up aerial's animation has been slightly tweaked.
-Neutral special's animation has been slightly tweaked.
-Bowling Balls can now also be relaunched by down strong, being sent at a more vertical angle.

Fixed a bug where if Bluey hit back a bowling ball that was also hit back by an opponent toward him, it would not hit the opponent.

-Down special's back explosion has less base knockback(13->10). However, it deals more damage(7->10), and a bit more hitstun(1.1x multipler) and KB scaling(.55->.6). Charged version was also similarly changed. The body hitbox is also slightly stronger.
