After important research of playing people online and IRL I have found out that Dio is a bit too slow, so i nudged the speed a little bit!

Added more delay when using Fair, Uair and the unfinished down special.

Down special is far from complete and i have only done the animation for it and one little mechanic for it. The mechanic is when you press and hold down b it will take around 20% damage from you, this is because the final version of the move will (hopefully) be able to stop time when you are at 200%
