small fix:
Communism emblem of idel_ural formable nation should now be visible.

Italian, Ethiopian and Swiss emblems may now be visible for both sides of the civil war when it breaks out.

BETA update for 1.12
- no new emblems/CoA were added yet, but all of the older formable nations should work with 1.12 patch

New CoA for the Kindom of Poland to match with the changes in the flag mods.

Experimental update:
- increased the number of possible civil war split tags with emblems from 15 up to the maximum of 50

Fixed the bug that prevented the Estonian civil war emblems from being visible.

Every civil war split tag will now load it's proper emblem as long as it's focus tree is loaded properly.

Beware that sometimes the civil war has to end for the proper emblem to be loaded by the game, but the use of generic emblems should be rare after this update.

Spanish and Chinese emblems are not included, as they're covered by separate mechanics that are already in the mod.
