Increased skill-level to 13 to make it a more powerfull fireengine.

- tires are now moving (turning) correctly
- hosecontainers on the roof a little less black
- smoke emitter placed less far away from the vehicle

Added plain red variant (no white bellystripe).

Tweaked the bluelights.

Plain red variant was used since 1968 (ingame 1961 since there is no other type of vehicle for that age), the white bellystripe was used actually since 1986.

The game still does not represent the reality, but it does not have to. :-)
