Minor fix for stupidity

Added an include DC_BANKING for modders

Changed the scope of the ATMs from 2 to 1

Added a line to the config that allows you to set the amount of currency players start with

Removed some unintended edges in the curvature at the top of the ATM model. This did unfortunately change the UV layout of the curvature a tiny bit, if you are using a custom texture for the ATM you might have to adjust it.

Fixed some currency selection issues when withdrawing quantities higher than the maximum stack size of a currency item

Added a message display time to the config
Added a transaction delay time to the config
