Fixed rain particles on top floor and some loot blockers.
*The rain was missing from the Rooftops - Added it
*Put in a few more loot blockers to prevent some really obnoxious spawns from occurring

Connected all buildings on each floor (needed doing, but couldn't pull it off before the deadline).
*Added ventilation shafts connecting both the Cafe and the Upper Left Townhouse to the Bank
*Added a bridge to connect the Library and the adjacent Townhomes
*A few minor aesthetic lighting changes to clean up the additions

*Set the dog in the alley to a specific patrol

Removed/Placed a few coins, Items and decor.
*Added C4 to the residential basement
*Added a disguise and Jewels to the residential upstairs
*Added a few aesthetic pieces to all floors
*Added a register to the rooftops
*Added spotlights to the rooftops
*Removed a few stray coins
*Moved the loot blockers around to better facilitate speed running
