Update for 3.3 patch

- Remade the choices rulers have when bishops want jews to carry distinctive clothes. Only unjust characters with the cruel or impaler trait can decide to enforce silly clothing, and I've added a special choice for lunatic, imbecile or possessed characters (where they rant about pointy hats).
- Being known as an enemy of the jewish people now gives -5 kind opinion and +5 cruel opinion (in addition to the -50 israelite opinion).

- Non-mongol/uyghur players can order mongolian bibles if the realm has any province with mongol or uyghur culture.
