Disallowed the AI to build Power Plants and Mines until further notice based on subscriber feedback and further testing. The reason for this change is that the AI tended to spam them when they end up in one of their many resource shortage spirals.

This isn't the actual "Initial" Upload. My apologies go out to anyone who was subscribed and lost the first version of this because of my inexperience. I now understand how to properly update Stellaris Mods and this mistake will never happen again!
