The tactical applications update.

Added the Wildhog Custom, a wide-angle CQB flashlight.
Added the Wildhog Custom Red, same deal but red.
Added the Thinman Pointer, a low-visibility flashlight with no flare, good for spotting targets.

Renamed mod to BUI.
Did some tuning to the flashlights. Made the light beams start to decay somewhat earlier.
Did a config optimization pass, reducing mod size by 4KB.

Tuned the flashlights. They should have much better light decay over distance now.
