Unfortunately, it turned out that it's impossible to freely tweak Slavery rate through policy - the rate is always set at the game start and it's impossible to change it afterwards.

So I had to turn things a bit back to vanilla.

Enslavement Rate policy has been abolished.

Now, "Slaver Guilds" is again a generic Authoritarian slavery civic. If you want to enslave your species - pick it. For Fanatic Egoist there is a new civic - "Indentured Servitude", which allows a bit lesser level of enslavement. And "Caste System" has it's own personal slavery rate, which can be merged with "Slaver Guilds".
