Big "End of the Year" Code - CleanUp

Over 2k lines of code changed.
Mostly improved stability and functionality.

NS2Stats:
- Remove StatsOnline option (was meant originally for something i may add sometime next year).
- "sh_statsdebug" can be used to see if ns2stats is working.

With 263 some more things will change.

-Fixed that some players badge was not displayed correctly

EloTeamRestriction:
-Added MaxPlayTime value to options
-Check your config!!!

NoRookies:
- Added MinPlayer and DisableAfterRoundtime options

- Reenable Hive by default
- Minor fixes
- Added some more debug functions

No Rookies:
- added DisableAfterRoundtime and MinPlayer options to config

EloTeamRestriction:
- Improved function
- Fixed a way to avoid the check

Ns2Stats:

Added "SendDatastoHive" to ns2stats config which is by default false. It seems like the Hive System is still buggy and can causes some serious issues. Turn it on if you like but keep in mind i can't support uwe code.
