'Processing Capacity' Feature
Processing Capacity
Now it will not be stored even when the processing capacity feature is off.
(I made sure its stored amount is removed when a month is passed in game.)
Empire's basic processing capacity income will now be removed when the processing capacity feature is off.

Edict
'Processor Overclocking' edict:
Energy cost 2500 -> 3000, Processor Tech Drone output 15% -> 20%

Processing Capacity
Fixed a bug that particular empire modifiers (the one which provide +210 admin cap, and the one which 'lower' menial drone's output by 42% and planet's amenity by 32%) are not changed even when the processing capacity income has changed.

Civic
'Research Processing Unit' civic will NOT make 'Processor Tech Drone' to provide basic research points output. Instead, it will now make 'Processor Tech Drone' to provide output bonus for 'Calculator' Drone by 0.6%.

1.When there is Fallen Machine Empire but NOT has communication established yet.

2.When there is Fallen Machine Empire and has communication established.

3.When there is NO Fallen Machine Empire exist in the galaxy.

Nano Assimilator -> Nanobot Assimilator
It now provides following policy options:
Full Assimilation: Gains Main Species Pops from purged organic Pops. (Unlocks 'Full Assimilation' war goal.)
Partial Assimilation: Gains Machine Pop with same portrait and trait of purged organic, from purged organic Pops. (Unlocks 'Partial Assimilation' war goal.)
Corpse Decomposition: Gains Minerals, Food, and Society Research from purged organic Pops. (Unlocks 'Mass Disposal' war goal.)

Relic
Changed event code to spawn relic system,
in order to make sure that the system is spawned in closer location of player empire's border.
