PATCH 1.5 and HOTFIX 13

- "Romania Friend" will happen later. Then Romania won't join the Axis too early.

- "Bulgaria Friend" and "Pact of Steel" have been swapped. It was necessary to make the fascist influence of "Bulgaria Friend" happen later. Then Bulgaria won't join the Axis the Axe before march 1941.

Then Japan (as it is the vanilla) will make an alliance (for players who use historical portraits, the fascist leader will be Plaek Phibunsongkhram)

- "Demand Sudetenland" now can be accomplished with 700k men instead of 750k (because sometimes Germany couldn't do it at the right time due to that trigger)

- "Provincial elections": now can be accomplished at 2% of threat (because sometimes the RAJ couldn't do it at the right time due to that trigger)

HOTFIX 12

Focuses "Force Abdication" (6 september 1940) and "Join the Axe" (23 november 1940) will now occur at the intended date (end of 1940).
