CHANGES AND FIXES:
Code revamp. Many less dates limitations, but more accuracy in progress and coherence of the war context. Speeches should be visible more often.

CHANGES:
Changed how national and foreign speeches for dynamic country (from a split of a civil war) are defined. Little flags for foreign speeches form dynamic countries will appear bigger. All speeches from dynamic countries are not minor anymore. There can be listened from all countries.

Many speech and localisation fixes.
