Fixed some bugs in the 2ACW

Added the following options:
Decide Russia's domestic path after Kerensky (Added an option for Denikin)
Decide the post civil war paths for the United States with MacArthur, the Combined Syndicates of America, and the American Union State (Reimplemented)
(Experimental) Decide whether to add a buff to a faction in the American Civil War (Reimplemented)
Decide whether the Second American Civil War occurs, whether MacArthur takes over, and whether Reed or Long's faction is disbanded (Reimplented) (Bug found, await fix)
It is now possible to avoid the civil war as the content has been readded in this mod. To prevent the civil war as a USA player, "Civil War Avoided" option must be selected in the game rule menu. In the game, elect Olson and go down the Velvet Glove focus, and don't allow Long in the meetings. Ask Reed to compromise further. Choose to assassinate Long. After that the event should give you three options regarding Long's fate. Choose the third one if you want to avoid the civil war.
