Multiple basic resource focus allowed, if there are more then one basic focus the mod choose districts randomly between the allowed types.

Added new policy "Upgrade buildings" if its not allowed the mod do not upgrade buildings therefore dont drag your strategy resource balance to negative. The default is still allowed.
