re-wrote code to better handle enemy lasers/creep erasing players ink

-fixed bug with tractor beams being considered a source of ink
-fixed bug with 'parentless' lasers causing errors and not being able to affect ink
-reduced ink puddle lifetime a little bit
-added a cap to the number of ink puddles that can be active in a room at once, so spawning new puddles erases the oldest ones regardless of position, to help reduce lag from spawning too many puddles

increased the amount of ink that can spawn before slowing tear rate and increased the speed of 'recharging' tear rate while swimming in ink
