Sound fixes. (Updated for FMOD 2.00.07)

Added compatibility with all commanders.

Detail sprites for most weapons.

Better grouping sprites for some weapons, (some custom ones too).

shockenough helicopter still had leftover code that duplicated it, causing lag and crashes on maps where there is no bottom.

Updated how to mod handles upgrades to fit the new forts update.

Increased photon compression laser splashrange from 70 to 90.

Removed population cap on photon compression laser.
Removed population cap for Saw Rocket.

Added a couple HUD-Detail sprites to make upgrading a little easier.

New forts update! -mortar range was extended -nukes were nerfed

Since the base game now addresses these issues:

-Custom mortar range removed
-Custom nuke nerf lightened

Also a plus, you get a reload animation for the giant minigun.
