Added mod support for Civ IV Traits in Civ V, Events & Decisions, Kiang's Fire Emblem Religions, Fire Emblem Weapon Triangle Overhaul, and Fire Emblem True Start Locations

Changed the Dawn Brigade to require iron and to no longer ignore terrain costs

Changed the Dawn Brigade to begin with the Drill I promotion
