v5 - removed powered items from the mod.

Due to a limitation with the game engine powered items cannot be placed in the "dead zone" around towns because they need to be linked to a "city" power grid. So it is not possible to use the power generated by a wind mill or a generator without creating an outpost to setup the player power grid.
