Sapient Intervention now has a special Unity Ambition if you have a fully functional Dyson Sphere in your Empire

Instead of granting bonus Psion jobs upfront, Psionic Heritage now unlocks a planet unique Psi Academy building: +1 Psion job per 25 pops, +1 Administrator and +4 housing

The "True Warfare" policy is no longer unique to the Only War civic and with a society technology it can potentially be unlocked by any non-pacifist non-gestalt empire

Planetary Senate grants +1 Clerk per 20 pops

Harmonious Order gains a minor amenities bonus but it is now pacifist only

Added a new rare tech: Immersive Simulations. Grants +5% Research speed and unlocks a new policy for managing your empire's integrated mindnet

Re-added the Sapient Intervention perk and its associated campaigns/edicts (and, as part of the update, it now lets the player start with the Immersive Simulations technology for free)
