Adjusted Psion job weights: Psion jobs are now more likely to be filled by pops with Traditional, Natural Sociologist or Society Focus traits (Psionic/Latent Psionic pops are stll the most likely to take it)

Added an Alloy Forge starbase building: requires a shipyard. The Forge repurposes a shipyard to produce 4 Alloy and has an upkeep of 1 Energy and 7 Minerals.

Fixed a bug where the new policy techs would show weird favouritism and make themselves free to research if you already had certain techs unlocked

The previous update's Psi Academy changes may cause problems in games that were already in progress: if you have Psionic Heritage yet can't build Academies, use the "Psionic Heritage Fix" edict in your edict list to grant yourself Psionic Studies for free (Advanced academies are now available once you've researched Telepathy)

Psi Academies now require "Psionic Studies" tech to be built. The Psionic Heritage civic allows an empire to begin with this tech (and for games in progress there's an option on the edict screen to grant it for free). Psionic Studies has been downgraded to a tier 3 tech instead of T4

Advanced Psi Academies become available with the Telepathy tech. Superior Psi Academies require the Ascension Theory (T5) tech. Anyone with Psionic Theory can research these Academies but Telepathy (Mind over Matter perk) would be required to go beyond the basic buildings

Immersive Simulations tech is now unavailable to spiritualist empires and the True Warfare tech is unavailable to pacifists

Added opinion modifiers for the Psionic Heritage and Sapient Intervention civics and the Scorched Earth policy

Buffed Only War to grant a Warmaster ruler per 33 pops instead of per 50

Basic Psi Academies now only need Psionic Theory to build (means anyone with a game in progress isn't completely locked out of the new Psionic techs)

"Advanced Psi Academies" are now tied to Psionic Studies technology that Psionic Heritage empires begin with, but other empires can potentially research. Superior Psi Academies are now available as an upgrade once Telepathy is researched (requires a capital building)

Rebalanced policy techs. They'll still be tweaked in future, but probably in the "stronger bonuses, stronger debuffs" sense rather than nerfing their positive modifiers (e.g. I'd like to make Scorched Earth carry a big opinion malus, and so on)

Also tweaked a few icons to help distinguish them from their Overpowered Civics counterparts
