- Added tiny hats to agent full-body anims
- Enforcers now have custom hats compatible with their helmet masks
- Cleaner unloading and fixed bugs where some guards still have hats when mod is disabled

Fixed it so Central, Monst3r, Incognita and Shopcat will correctly display their normal portraits if the mod is disabled.

Edited for differen Tony icon, different Incognita icon, and compatibility with Tweaked Portraits (Holiday Cheer should now successfully override both Tweaked Portraits and Shirsh's Mod Combo)
