Added the Consolidated Military for Italy

Updated the mod mostly to show it isn't dead I just haven't really been in the mood to mod HOI as of late.

Changes:
Fixed Localisation Issues
Added Consolidating and Politicising the Military Juntas for the UK and Italy
Redesigned the Trait system and the Ideology system so that democracies and non-aligned are both left and right-wing
Changed the colour of Democratic to a darker duller blue.
Changed the colour of Communism to a brighter pink-red.
Changed the colour of Fascism to a Dark Grey (Darker than Non-aligned)
Non-aligned renamed to Authoritarianism

Fixed USSR crashes.

Added support for Soviet Union.

Added Support for Italy
Also added the Military Junta for USA

Fixed Socialist Trait removing itself instantly after it's applied.
