Planet view - Made the wide job list only show up for resolutions wider than 2560

Planet view - swapped the positions for demographics and jobs, whilst also making the jobs list wider (helps when having many jobs and/or empire with many species
Planet view - modified the branch office window to make it look a bit more appealing
Planet view - modified the terraforming progress panel in the sidebar

Added a mask over the governor portrait so that the portrait clips properly to the cityscape frame and made it transparent if it overlaps with the planet characterization and governor name box
