- changed a generic phrase
- fixed missing sound for advisor_notification_spaceport_under_attack_01

- added cue for npc's declaring war on other npc's
accidentally left it blank because i couldn't find a good cue... I set it to the generic "incoming message" cue until i think of something better
- fixed "debri analysed" sound
the sound is refered to as "advisor_notification_debris_analysed_01" but the vanilla audio file is called "advisor_notification_debri_analysed_01"... thanks pdox)
