- changed max hired Chiefs & Accountants to 2

- updated research for psych ward compatibility
- reduced cpu load of server scripts a bit
- powerswitch & logic circuit can be placed on walls
- server object is also available in the Utility menu

- added Headquarters, where your Chief, Accountant, Lawyer, Foreman and Psychologists work
- changed Chief, Accountant, Lawyer, Foreman and Psychologists into modded staff members who can do jobs
- these people don't require an Office any more
- changed research, all research is now done by Warden
- removed Office requirements
- added descriptions in the menu
- added another network printer
- the tables in the Office Simulation and Headquarters are now rotatable
- optimized Servers a bit
- added Important Documents for exports, created by the administrators

tweaked the production rules, when tables go offline the piled up paperwork gets distributed evenly to empty tables.
