- Added configurable bool in XComRemoveDarkEvent.ini to allow or prevent Remove Dark Event covert actions showing up simultaneously from different factions

- Increased minimum rank from Lieutenant (4) to Major (6)

- Added configurable value for the intel cost to mitigate the risk of Wounded, Capture, or Ambush
