-Fixed modifier applied to fallen empires with expensive megastructures that’s supposed to make it so that it doesn’t crash their economy so that it actually doesn’t crash their economy.

For Gigastructures, the Xenophile FE with the Virtual Reality preserve is currently disabled, as are the Disinterested Gamers.

Fixed a compatibility issue between FEM and FEE regarding the ethereal bastion system.
(hopefully) fixed a compatibility issue with Zenith's Fallen Weaponry.
Tweaked the resource compensation numbers for the FE's with the big gigas (brain, NDB)
