disabled DLib's hud shift, it's not needed for HL2-styled HUD

- Position customization. Old fixed positions can be enabled through this addon's settings (Q -> Settings - TacInt HUD -> Use original HUD positions)
- Ammo text height adjustment sliders
- Ammo type icon toggle

- Updated ammo module to reflect latest HUDCommons changes (mainly CustomAmmoDisplay support and S.L.A.M. ammo counter)
- Changed popup to chat message when DLib is not installed
- Moved all Lua files from tacint_hud to dlib/tacint_hud folder
