Relations update and adjustments to spawn chances.

This should hopefully fix the fights in the UC cities with the Nomad caravans.
and other major factions as well.

Spawn chances lowered

The great desert will still see lots of them due to the fact, that's their primary trading area and the only place where all animals types are acceptable.

Working on fixing the can not place backpack in slots issue.
until then im reverting the Mod back to last working update until i can get this sorted out.
