Disable Help now will prevent Oracle's abilities. Disable help can be used by ticking a checkbox next to a players name on the scoreboard.

Valve fixed the problem, removed the hotfixes

Purchased items go straight to the inventory
Disabled Leaver Penalty until properly fixed
