Global Aura now only activates after the game has started

The winning team must be at least two points ahead to recieve the extra long respawn times (This is to encourage people to dive for first bloods, before, if they died they would recieve longer respawn times)
Global gold/exp bonus is now actually global
The center circle gold and exp bonus wil now apply to all heroes for 30 seconds after any hero enters the center circle. Giving time for slower PC players to connect and make it to the centre.
