- Reducing cooldown for items/abilities after death

Updated scoreboard panel:
- Added neutral item for player
- Added perk for player. Your team should see this player once at least
Removed mango of appreciation
Now slowing in start game has maps:
- Desert Octet
Changes in skills:
- Doom 4 skill (ULT). Now has 3 charges with 45sec cooldown. Basic duration reduced from 16s to 10s
- Lone Druid 1 skill. Reduced cooldown from 120sec to 45sec
Added new items trasfer system. For now it has little delay, but have fixed many issues
Added 2 new dota's basic items (Blitz Knuckles, Voodoo Mask)
