v4.0.6 RC1 Isatis

What earned:
+ Adapted the main mod repository (confect1on);
+ Descriptions returned to the place (Phos).
+ Andrew’s EasyRepo module (confect1on) to simplify the creation of user repositories. Not tested, but the engine does not complain;
+ Added download queue (Phos);
+ Debug menu from me (Phos);
+ Notification of adding to the queue (Phos, Лена);
+ Tips for the icons below (Phos, Лена);
+ ES reboot button (required to initialize mods).

What is changed:
- Partially redesigned interface (Phos);
- The download window was freed from graphic bugs;
- Added confect1on to the menu with info;
- New repo structure.

Major Update Electron 3.11 for Workgroups

+ Added repoparser.py for parsing custom mod repositories
+ Fixed text in hs description, besause string have a symbols limit
+ Some bugs :D
- Deleted 7DL and EV (you can install deleted.mlrepo to restore)
