Once more into the breach...

Another attempt at removing admin speed seed from showing in engrams. Also attempt to fix projectile oddities in few isolated cases.

Reworked config settings loading, fixed fertilizer and water consumption, and added two settings for adjusting health and health recovery.

Fix for projectile's particle emitter component not being referenced correctly. Projectile should be correct color now.

Attempting to remove admin speed hack seed engram from player engrams list.
