Minor fix for Gigastructure Compatibility.

- If Gatekeeper awakes and it detects the Kaiser Country (Through event target check), it marks Kaiser as neutral.

- If Kaiser ships enters any Outergate System that still has any Gatekeeper ships lying around, it will take control of those ships.

- If this happens, every playable country will be notified.
