Lag Compensation

- Added ConVar astw2_e_setupmovemult. Enabling this will use SetupMove hook to change player speed instead of SetRunSpeed when aiming. This reduces incompatibility with addons that also change player speed.
- Added ConVar astw2_e_limitslots_astw2only, which makes slot limitation only check and apply to ASTW2 weapons.
- Added ConVar astw2_e_limitslots_cod, which can limit how many weapons the player can carry.
